Exhibit C - 1 <br />Exhibit C <br />CDBG Project Provisions <br />Scope of Services, Time of Performance, and <br />Payment <br /> <br />I. Scope of Service <br /> <br />A. Activities/Project Description <br /> <br />The City will be responsible for administering the project as described in the Agreement in a manner <br />consistent with any standards required as a condition of the project. The project will include activities eligible <br />under the Community Development Block Grant Program and incorporated into the agreement for project <br />management, payment submission, accomplishment tracking, and additional responsibilities as needed for <br />City monitoring. In these exhibits, the terms “project” and “program” and “Work” all refer to Service <br />Provider’s activities under this Agreement. <br /> <br />B. National Objectives <br /> <br />The City certifies that the activities carried out with funds provided under this Agreement will meet CDBG <br />National Objectives, as identified by the City of Everett, ”Benefit low/moderate income persons” - as defined <br />in 24 CFR Part 570.208. <br /> <br />C. Not Used. <br /> <br />D. Performance Monitoring <br /> <br />The City will monitor the performance of the project against the goals and performance standards required <br />herein through quarterly reports and on-site and/or virtual site visits. Substandard performance as <br />determined by the City will constitute non-compliance with this Agreement. If action to correct such <br />substandard performance is not taken within a reasonable period of time, as determined by the City and after <br />being notified by the City, contract suspension or termination procedures will be initiated. <br /> <br />E. Levels of Accomplishment - Goals and Performance Measures <br /> <br />Residents of the City of Everett, Washington must benefit from the services funded in accordance with this <br />Agreement. For the purposes of this Agreement, a resident of the City of Everett is a person who resides <br />within the City limits established by the City’s Planning and Zoning maps. <br /> <br />The City agrees to track performance accomplishments as required by the U.S. Department of Housing and <br />Urban Development (HUD) and the City. The City will report the accomplishments quarterly. <br /> <br />F. Not Used. <br />II. Time of Performance <br />
