June 5, 2024 <br />4 <br /> <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “Clark Park Renovation <br />and Off Leash Dog Area,” Fund 354, Program 101, to accumulate all costs for the project <br /> <br />Moved by Council Member Bader, seconded by Council Member Tuohy, that this is declared to <br />be the third and final reading of Council Bill 2405-08. <br /> <br />Bob Leonard, Parks and Facilities, provided an overview of the proposed ordinance. <br /> <br />The following member of the public spoke: Lisa Phillips, Jane McClure, Dulcy Stout, Theresa <br />Gemmer, Patrick Hall, Henry Cotter, Kristie Anderson, Krystyna Simm, Jean Satti-Hewat, Michelle <br />Pendergrass, and Andrea Tucker. <br /> <br />Discussion ensued with David Hall and Bob Leonard answering questions and Council members <br />providing comments regarding the proposed ordinance. <br /> <br />Several Council members requested future clarification on the certificate of appropriateness. <br /> <br />Council Member Fosse requested the cost for water installation at the proposed dog park. <br /> <br />Council Member Vogeli moved to create a future motion for a timeline for the relocation of the <br />gazebo. Council Member Tuohy seconded the motion. David Hall stated he would work to help <br />draft the proposed motion for a future meeting. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to refer Council Bill <br />2405-08 back to the Historical Commission for their consideration and deliberation of a waiver <br />of a certificate of appropriateness. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Members Bader, Tuohy, <br />Schwab, and Zarlingo, who voted no. <br /> <br />Motion failed. <br /> <br />Council Member Rhyne requested a plan to mitigate effects of those displaced by the gazebo <br />removal. <br /> <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance. <br />
