I am <br /> the planner reviewing the permit application for the Planning Department. Per Everett Municipal Code 19.36.050 C. 8 <br /> an electronic changing message sign may be approved for a school but is subject to a Review Process II (Planning <br /> Director Review) and must meet the following criteria: <br /> a. The sign shall not be located closer than one hundred feet from any existing residence located within a <br /> residential zone and shall be of such light intensity to not cause any disruption of surrounding residential uses; <br /> b. The sign shall display only one color for the message and one color for the background within each message; <br /> c. Sign display shall not change more frequently than one time per hour; <br /> d. There shall be no transition effects, including scrolling or other movement, allowed between messages; <br /> e. The sign shall not be used for commercial purposes; <br /> f. The sign shall not be operated as a video board, <br /> g. The sign shall not be illuminated between ten p.m. and six a.m.; <br /> h. A sign permit is required. The planning director shall have the authority to condition or deny an electronic <br /> changing message sign if it would be incompatible with neighborhood aesthetic character; and <br /> i.
