<br />A-1 <br /> <br /> 10156 99999 hg108542r9 <br />EXHIBIT A <br /> <br />Process for Selecting Governing Board Members and Alternates <br /> <br />Governing Board Members shall be selected as soon as practicable, not no later than sixty <br />(60) days following the ratification of changes to Exhibit A, through the process described <br />below. Initial terms for Board Members shall run through 2026 and Beginning beginning <br />in 20222026, Governing Board Members are selected every two (2) years in April, through <br />the process described below. <br /> <br />If not defined in this Exhibit A, capitalized terms have the meaning stated in the <br />Agreement. <br /> <br />As used in this Exhibit A: <br /> Population Served means the residential population of all territory Directly Served <br />by a Principal Police Agency or Fire Agency, according to the most recent annual <br />report issued by the State Office of Financial Management each year determining <br />the population of each jurisdiction. <br /> Administration and Technology Cost Center means all costs allocated to this <br />cost center that are not otherwise attributed to another cost center as defined in <br />Exhibit B. <br /> <br /> <br />Step 1. Police Agencies are divided into four (4) caucuses <br /> <br />a. Rank each Police Agency by Population Servedthe pro rata share of the <br />Administration and Technology Cost Center for each Police Agency <br /> from smallest to largest, provided, however, that to avoid double counting, <br />Population Served shall be based on the population for which the Police <br />Agency has general policing responsibilities; contracts for special services <br />(such as bomb squad or SWAT responses only) are not included in the <br />calculation of Population Served. <br /> <br />b. Snohomish County shall be its own caucus (until and unless it is no longer the <br />largest Police Agency in terms of Population Servedpro rata share of the <br />Administration and Technology Cost Center, in which case all four caucuses <br />shall be determined as per Subsection c below). <br /> <br />c. The remaining Police Agencies shall be divided into three roughly equal <br />caucuses based on Population Served pro rata share of the Administration and <br />Technology Cost Center, starting from the smallest Police Agency and <br />working up to agencies serving more population. In deciding where to divide <br />caucuses, the following rules shall apply: <br />
