EXHIBIT A – SCOPE OF WORK <br />6 <br /> <br />Deliverables: SAP Workshop #1/Safety Launch, invitations, agendas, meeting summary, presentation to <br />Council/Committees (up to 4). <br />Task 4: Safety Analysis <br />Purpose: Analyze existing data and trends on all paved public arterial, collector, or local streets to <br />identify jurisdiction-specific emphasis areas that represent a substantial proportion of fatalities and <br />serious injuries; identify contributing factors, risk factors , high-risk locations with associated risk factors, <br />and potential systemic improvements. <br />4.1 DATA COLLECTION <br />CONSULTANT will acquire crash data from the most recent five-years available (anticipated <br />2019-2023), from the Washington State Department of Transportation database. It is assumed <br />that crash data will be provided in an electronic format with latitude and longitude information, <br />along with all attributes from the crash form associated with the crash. If crash data is not <br />provided in an electronic format with latitude and longitude information, along with associated <br />crash attributes, additional services will be required. <br />CONSULTANT will obtain additional available data in geographic information systems (GIS) <br />format for the roadway network: roadway functional classification, speed limits, and Average <br />Daily Traffic (ADT) volumes. <br />CONSULTANT will obtain Annual Average Daily Traffic (AADT) output from Replica under license <br />to the CONSULTANT. <br />CONSULTANT will obtain available traffic data from previously completed data sets available <br />from CITY. This data set will include traffic data available from the Everett Link Extension <br />Project. CITY will identify any other available traffic data and provide to CONSULTANT. <br />CONSULTANT will obtain additional daily traffic data from the Regional Travel Demand Model <br />(TDM). <br />CONSULTANT will approximate volumes for the remainder of the network based on roadway <br />functional classification (e.g., local streets). <br />CITY will provide a GIS database of signalized intersections. <br />CONSULTANT will compile the information into a GIS database. CONSULTANT will summarize <br />data received and sources. <br />CONSULTANT will obtain data from the following available FHWA data sources: <br />• SS4A Underserved Communities Census Tracts (Historically Disadvantaged <br />Communities) (USDOT) <br />• EJScreen: Environmental Justice Screening and Mapping Tool (EPA) <br />• FHWA - HEPGIS Maps: Socioeconomics and Equity Analysis (FHWA) <br />• Social Vulnerability Index (CDC) <br />Other available resources may include Washington State ALPACA dataset, as available. <br />CONSULTANT will prepare Task 6 Equity Analysis and incorporate into Tech Memo #1: Safety <br />Analysis.
