I am the <br /> planner assigned to the land use review of this application. <br /> Before proceeding with our review, Planning requires the following comments and correction items to be addressed: <br /> • REVI Land Use Review. Per Table 8-1,the proposed duplex in the R2 zone requires a Review Process I land use <br /> decision. This decision can be made through the submitted building permit. However, all revised site plans and <br /> drawings must illustrate compliance with the general standards outlined in EMC 19.08.030.C. Please see Table <br /> 8-3, in particular,for front porch and entrance requirements. <br /> • Site Plan. Elevation drawings and floor plans appear to contradict the submitted site plan. Specifically, the <br /> North Elevation drawings depict a garage and front door, while access to the building is being shown from an <br /> easement along the southern portion of the lot on the site plan. Setbacks are also incorrectly identified on the <br /> site plan. The labeled "15' Rear Yard Setback" should instead show a 20' front setback from the frontage line <br /> along 4th Ave. W. <br /> • Airport Influence Disclosure Notice. As the development site is within the Airport Influence Area, an AIA <br /> Disclosure Notice must be recorded with the Snohomish County Auditor prior to building permit issuance. A <br /> blank disclosure notice is attached to this email. See Chapter 17 and Section 80 of the Everett Unified <br /> Development Code for more information on the Airport Overlay and disclosure requirements. <br /> • School District Impact Fee. As this property is located within the Mukilteo School District, a school district <br /> impact fee of$11,846 will be due at time of permit issuance. Note: the total fee required fort duplex units is <br /> $23,692. However, a credit of$11,846 for the demolished SFR will be applied to the second unit. <br /> • Parks Impact Fee. A$3,180 parks impact fee is required for each 3 bedroom unit. As credit will be given for the <br /> demolished SFR,this fee will be assessed just once for the duplex. Note:A 50%credit is currently being applied <br /> to complete building permit applications received by June 2, 2023. This would make the total parks impact fee <br /> $1,590. <br /> Please note that the above comments do not constitute a through plan check review. These comments are only related <br /> to the land use code and do not account for all possible requirements from Planning or other departmental reviewers. <br /> Re-submittal instructions can be accessed here. Please submit, at minimum, two copies of any revised <br /> documents/plans. This application is on hold for further Planning review until the requested revisions have been <br /> received.
