ORDINANCE NO 2139 . <br /> An Ordinance providing for the improvement of Lombard. <br /> Avenue from the North line of KiltonTs 2nd Addition to 16th Street <br /> by clearing and grubbing, grading to proper grade, construction of <br /> six (6 ) foot concrete sidewalks, concrete curbs and, gutters, <br /> installation of necessary drainage, making necessary water main <br /> changes, and doing all other work necessary to make a complete <br /> impovement, creating an assessment district, creating a Local <br /> Improvement District Fund therefor, and providing that payment <br /> for said improvement be made by special assessment on the <br /> property in said. District under the mode of payment by bonds. <br /> Whereas, a majority petition of the property owners, <br /> petitioning for said improvement, has heretofore been filed with <br /> the Commissioner of Public Jorks and sail Commissioner has found <br /> the things set forth in said petition to be true, and, <br /> Whereas, said. Commissioner of Public Works has <br /> filed with the City Council all data and information, as required <br /> by law, and, <br /> Whereas, said. Commissioner of Public iorks has <br /> recommended to the Cite Council that said improvement petitioned <br /> for be made, and it appearing to the City Council that public <br /> convenience and necessity requires such improvement to be made, <br /> now therefor, <br /> THE CITY OF EVERETT DOES ORDAIN : <br /> Section 1 : That Lombard. Avenue from tne North line <br /> of HiltonTs 2nd Addition to 16th Street be improved by clearing <br /> and grubbing, grading to proper grade , construction of six (6 ) <br /> foot concrete sidewalks, concrete curbs and gutters, installation <br /> -1- <br />
