• be improved by removal of old lumber, grading to proper grade, construction of concrete curbs, installation of necessary drainage, making necessary water main changes. Also by the construction of a 6 fnch Portland Cement Concrete pavement 52 feet wide from Hewitt Avenue to Wall Street; 40 feet wide from Wall Street to the north line of Pacific Avenue and 28 feet wide from the south line of pacific Avenue to 35th Street and doing all other work necessary in connection therewith to make a complete improvement according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and a +roved. Section 2 : That the cost and expense of such improvement including all necessary incidental expenses shall be borne by ani assessed against the property included in the assessment district herein created in accordance with law.
