City of Everett 00 2213 - 1 <br /> <br /> <br />Supplemental Instructions to Bidders <br />002213-1 202082-10 May 2024 <br />pw://Carollo/Documents/WA/Everett/202082-100000/04 Design/04 Specs/Carollo/002213 (FS-100) <br /> <br />SECTION 00 2213 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />PART 1 - GENERAL <br />1.1 GENERAL <br />A. It is the intent of the City to award a contract to the lowest responsive and responsible <br />Bidder. Before award, the Bidder must also meet the supplemental bidder responsibility <br />criteria listed below. Further, the apparent low Bidder and second apparent low bidder <br />must submit the Bidder Qualification Statement (Documents 00451F and 00451G) and <br />any other documentation listed below to the City within one business day after the bid <br />opening, unless the City’s project manager, in writing, allows additional time. The City <br />reserves the right to require such documentation from other bidders also. <br />1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br />A. Experience <br />1. Criteria: <br />a. The Bidder must meet the requirements listed in Document 00451F - Cured- <br />In-Place Pipe Rehabilitation Qualification Form for cured in-place pipe lining. <br />b. The Bidder must meet the requirements listed in Document 00451G - <br />Manhole Rehabilitation Qualification Form for cured-in-place manhole lining. <br />2. Documentation: The Bidder shall submit the Cured-In-Place Pipe Rehabilitation <br />Qualification Form and Manhole Rehabilitation Qualification Form in <br />Document 00451F and 00451G. The City may also use independent sources of <br />information that may be available to demonstrate whether the Bidder is in <br />compliance with these criteria. <br />3. Evaluation: In evaluating whether these criteria are met, the City may check <br />references for the previous projects and may evaluate the project owner’s <br />assessment of the Bidder’s performance, including but not limited to the following <br />areas: <br />a. Quality control; <br />b. Safety record; <br />c. Timeliness of performance; <br />d. Use of skilled personnel; <br />e. Management of subcontractors; <br />f. Availability of and use of appropriate equipment; <br />g. Compliance with contract documents; <br />h. Management of submittals process, change orders, and close-out. <br />1.3 PROCEDURE <br />A. Requests for Criteria Modification. <br />1. A Bidder may request that City modify the supplemental bidder responsibility <br />criteria listed above. This request must be in writing to the City project manager <br />and must be received by the City project manager at least ten business days before <br />the bid opening. The City project manager will evaluate the information submitted <br />by the Bidder and will respond within three business days after receipt of the <br />request. If City evaluation results in a change of the criteria, the City will issue an <br />addendum to the bid documents identifying the new or revised criteria. Any protest
