ORDINANCE Page 2 of 5 <br />J. The city assumed lead agency status for SEPA and agreed to EHA’s recommendation for a <br />consultant team to perform work on the EIS; and <br />K. The city’s responsible official issued a Determination Significance on February 1, 2023; and <br />L. The city’s responsible official issued a Draft EIS on October 25, 2023; and <br />M. The city’s responsible official issued a Final EIS on February 5, 2024; and <br />N. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br />Department of Commerce on February 16, 2024 and a letter of receipt was received the same <br />day; and <br />O. The amendments contained in this ordinance maintain consistency with the GMA and are <br />consistent with the GMA planning goals; and <br />P. The amendments contained in this ordinance are consistent with and supportive of the <br />multicounty planning policies in VISION 2050; and <br />Q. The amendments contained in this ordinance are consistent with and supportive of the <br />countywide planning policies; and <br />R. The comprehensive plan amendments contained in this ordinance were prepared following the <br />procedural requirements in RCW 36.70A.130 and WAC 365-196-640; and <br />S. The amendments contained in this ordinance are consistent with and supportive of goals, <br />objectives, and policies in the city’s comprehensive plan, including the following findings related <br />to goals and objectives in the land use and housing elements: <br />1. Taller buildings can provide additional choices for safe and decent housing in Everett. <br />Limiting taller buildings to developments using a Planned Development Overlay also <br />provides additional oversight and methods to minimize impact to existing single-family <br />neighborhoods and be compatible with and complementary to surrounding land uses. <br />2. The land use element calls for the city to efficiently use land, energy resources, <br />transportation facilities, and public facilities and services; assure a wide range of housing <br />opportunities throughout the entire community; and assure that multiple family <br />developments integrate with and enhance the neighborhoods in which they are <br />permitted. The plan encourages additional choices for safe and decent housing in Everett. <br />Limiting taller buildings to developments using a Planned Development Overlay also <br />provides additional methods to minimize impact to existing single-family neighborhoods <br />and be compatible with and complementary to surrounding land uses; and <br />T. The comprehensive plan amendments contained in this ordinance were prepared following the <br />procedural requirements in EMC 15.02.095 and EMC 15.02.700; and <br />U. The City Council considered the factors in EMC 15.03.400 in reviewing the proposed <br />comprehensive plan policy amendment in this ordinance and approved the Comprehensive Plan <br />Ordinance in part based on findings that:
