The programmed available
funding, as established by Ordinance No. 4013-24 is $62,300,000.

Project summary statement:
Reservoir No. 3 was originally constructed over 100 years ago as a below grade square
concrete reservoir with a capacity of 20 million gallons (MG). A structural assessment on
the reservoir determined that the reservoir is susceptible to structural failure during a
significant seismic event. The overall project will ultimately replace the existing reservoir
and will be implemented in two separate construction contracts. Phase 1 (construction
contract awarded on 6/26/2024) will construct an 8 MG reservoir, followed by Phase 2
which will remove the existing reservoir and construct a second 12+ MG reservoir.
(Phase 2 construction contract will include Project Labor Agreement (PLA)).
On December 16, 2022, the City signed a PSA with HDR for the design phase of the
Reservoir 3 replacement project. This supplemental agreement covers engineering
services during construction of Phase 1, and design and engineering services through bid
and award of Phase 2. After the construction award of Phase 2 project, staff will return
to Council with another amendment to cover engineering services during the
construction of phase 2.
The amount of Supplemental Agreement 1 is $1,049,052.

Recommendation (exact action requested of Council): Authorize the Mayor to sign
Supplemental Agreement No. 1 to the Professional Services Agreement with HDR
Engineering, Inc. for Phase 1 Engineering Construction Services, and Phase 2 Design and
Bid Support Services for the Reservoir 3 Replacement Project in the amount of
$1,049,052.
