The responsible <br />official shall also notify the applicant of the city’s procedure for EIS preparation, including <br />approval of the DEIS and FEIS prior to distribution. <br />3. The city may require that an applicant provide information the city does not possess, <br />including specific investigations necessary to identify potentially significant adverse <br />environmental impacts. However, the applicant may not be required to supply information <br />that is not required under this chapter or WAC 197-11-100. (The limitation does not apply <br />to information the city may request under another ordinance or statute.) <br />a. Preparation of Draft Environmental Impact Statement. <br />(1) When an EIS is required, all information required by the SEPA rules shall be <br />presented by the consultant in substantially the same form as for the draft <br />environmental impact statement in accordance with procedures of this <br />subsection. <br />(2) The responsible official shall assure that the EIS is prepared in a responsible <br />manner and with appropriate methodology. The responsible official shall direct <br />the areas of research and examination to be undertaken, as well as the <br />organization of the resulting document in accordance with this subsection. <br />(3) The draft environmental impact statement shall be prepared, or reviewed and <br />approved, by the responsible official prior to distribution. If, in the opinion of the <br />responsible official, the information provided by the consultant and/or <br />subconsultant(s) for the draft environmental impact statement is inadequate, <br />erroneous, misleading, unclear, has excessive jargon, or otherwise deficient, the <br />responsible official will cause its distribution to be delayed for such time as may be <br />required to correct said deficiencies. <br />(4) Upon acceptance of the information required under this section for the draft <br />environmental impact statement, such information shall become the property of <br />the city and the responsible official shall possess the right to edit, reproduce, <br />modify and distribute said information.
