EMC Title 15, Local Project Review Procedures Page 52 of 94 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />3. Mailing a notice of availability to the SEPA mailing list and the neighborhood leader <br />mailing list established under subsection A of this section; and <br />4. Sending the DEIS to other agencies and persons requesting a copy of the DEIS, as <br />specified in WAC 197-11-455. <br />F. Notice of Final EIS. Whenever the city issues a final EIS under WAC 197-11-460 or a final <br />supplemental EIS under WAC 197-11-620, notice of the availability of those documents shall be <br />given by: <br />1. Indicating the availability of the FEIS in any public notice required for a nonexempt <br />permit; <br />2. Mailing notice of availability to anyone who received or commented on the DEIS, as <br />provided by WAC 197-11-460; <br />3. Sending the FEIS to all agencies with jurisdiction, to all agencies who commented on the <br />DEIS, and to anyone requesting a copy of the FEIS. <br />G. The city may require an applicant to complete the public notice requirements for the <br />applicant’s proposal at his or her expense. (Ord. 3774-20 § 3 (Exh. 2), 2020.) <br />15.02.140 Outdoor emergency shelters. <br />Outdoor emergency shelters are subject to the following notice requirements, review process <br />and appeal procedures: <br />A. Public Meeting. <br />1. A minimum of forty-five calendar days prior to the anticipated start of the outdoor <br />emergency shelter, the sponsor and/or managing agency shall submit an application for an <br />administrative use permit to the planning department and shall participate in a public <br />information meeting organized by the city. The city shall provide mailed notice of the public <br />informational meeting at least ten calendar days before the meeting to the following: (a) <br />owners of property within five hundred feet of the subject property; (b) office of <br />neighborhoods; and (c) any neighborhood organization in the vicinity of the outdoor <br />emergency shelter site whose contact information is known to or made known to the
