EMC Title 15, Local Project Review Procedures Page 78 of 94 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />Chapter 15.03 <br />LAND USE DECISIONS, CRITERIA AND AUTHORITY <br />Sections: <br />15.03.010 Introduction and user guide. <br />15.03.030 Unlisted uses. <br />15.03.040 Land use project review and consistency. <br />15.03.060 Modification of development standards. <br />15.03.100 Administrative use. <br />15.03.120 Conditional use. <br />15.03.140 Variances. <br />15.03.200 Development agreements. <br />15.03.300 Unified development code amendment. <br />15.03.400 Comprehensive plan amendments. <br />15.03.010 Introduction and user guide. <br />The purpose of this chapter, in conjunction with Chapters 15.01 and 15.02, is to implement <br />requirements in Chapter 36.70B RCW, Local Project Review. Together, these three chapters are <br />collectively referred to as the “Local Project Review Procedures.” In addition to the local project <br />review requirements, this chapter addresses who may apply for certain land use decisions, the <br />criteria for land use decisions and the authority for those decisions. (Ord. 3774-20 § 3 (Exh. 2), 2020.) <br />15.03.030 Unlisted uses. <br />If a proposed use is not specifically listed in the use table (Chapter 19.05) in a specific zone, the <br />planning director may promulgate an interpretation as to whether or not such use is to be a <br />permitted use, pursuant to Section 19.05.070. The planning director shall determine whether <br />the proposed use meets the following criteria: <br />A.
