Chapter 19.04 EMC, Definitions Page 29 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />“Hazardous waste” means all dangerous and extremely hazardous waste as defined in RCW <br />70.105.010(15), except for moderate risk waste as set forth in RCW 70.105.010(17). <br />“Hazardous waste storage” means the holding of hazardous waste for a temporary period, as <br />regulated by the state dangerous waste regulations, Chapter 173-303 WAC. <br />“Hazardous waste treatment” means the physical, chemical or biological processing of <br />hazardous waste for the purpose of rendering these wastes for material resource recovery, <br />amenable for storage, or reduced in volume, as regulated by the state dangerous waste <br />regulations, Chapter 173-303 WAC. <br />“Hazardous waste treatment and storage facility, off-site” means treatment and storage <br />facilities which treat and store hazardous wastes generated on properties other than those on <br />which the off-site facilities are located. <br />“Hazardous waste treatment and storage facility, on-site” means treatment and storage <br />facilities which treat and store hazardous wastes generated on the same property. <br />“Hospital” means an institution that provides twenty-four-hour-per-day care for the diagnosis, <br />treatment, care and curing of individuals suffering from illness, injury or any condition requiring <br />medical, obstetric, surgical, or psychiatric care; and other related uses customarily incidental <br />thereto. <br />“Light rail station” means a dedicated public facility providing access to light rail trains and <br />consisting of an elevated platform with waiting areas, ticket vending machines and pedestrian <br />facilities providing connections to bus transit and the local community. <br />“Park” means any property designated, dedicated, or developed by or on behalf of a <br />government entity for park or open space use, including passive and active forms of recreation. <br />“Place of worship” or “religious facility” means a place for people to gather for religious practice. <br />Examples include churches, synagogues and mosques and accessory uses including bible study <br />schools and day care. <br />“Schools (public and private)—elementary, middle and high schools” means a public or private <br />facility that provides teaching or learning. Typical uses include elementary, junior and senior <br />high schools and related uses, except as otherwise specifically defined in this code.
