Chapter 19.04 EMC, Definitions Page 49 of 55 <br />The Everett Municipal Code is current through Ordinance 4031-24, passed May 22, 2024. <br />“Wetlands, isolated” means those wetlands which: <br />1. Are outside of and not contiguous to any one-hundred-year floodplain or riparian <br />corridor of a lake, river, or stream; and <br />2. Have no contiguous hydric soil or surface water connection between the wetland and <br />another surface water body. <br />“Wetlands, riparian” means those wetlands that generally occur within a riparian corridor that is <br />contiguous to or has a surface hydrologic connection with a stream. Wetlands formed by <br />hillside seeps that are not hydrologically affected by water in a nearby stream are not riparian <br />wetlands. However, wetlands on a hillside may be riparian wetlands if adjacent to a stream that <br />flows down the hillside. <br />“Wetlands, scrub-shrub” means a regulated wetland that does not qualify as a forested wetland <br />with at least thirty percent of its surface area covered by woody vegetation less than twenty <br />feet in height as the uppermost strata. (Ord. 3774-20 § 5(D) (Exh. 3), 2020.) <br />19.04.120 Sign definitions. <br />This section defines specific terms to be applied where used in Chapter 19.36 EMC. <br />“Abandoned sign” means a sign which no longer identifies or advertises a bona fide business, <br />lessor, service, owner, product or activity, or for which no legal owner can be found. <br />“Awning sign” means the use of an awning attached to a building for advertisement, <br />identification or promotional purposes. Only that portion of the awning which bears graphics, <br />symbols and/or written copy shall be construed as being a sign. <br />“Billboard” means an exterior sign which contains a message that is unrelated to the use or <br />activity of the property or facilities on which the sign is located, and which is supported by a <br />substantial permanent sign structure. Billboards are typically owned or leased separately from <br />the principal buildings or uses on the property upon which they are located and are larger <br />and/or taller than would otherwise be permitted by this title. <br />“Cabinet sign” means an internally illuminated sign in which a removable sign face (usually with <br />translucent sign graphics) is enclosed on all edges by a metal cabinet.
