Park District Planned Development Overlay | Exhibit A.2 – Park District Design Standards Page 3 <br />Exhibit A.2_Park District PDO_Design Standards_24-0703 <br />1.1 – Purpose of the Design Standards <br />The overall purpose of the Park District Design Standards is to create an implementation tool <br />that will direct a high level of design in the implementation of the Park District consistent with <br />the goals of the Everett Comprehensive Plan. These standards are intended to: <br />• Provide clear objectives for the planning and design of development in the Park District. <br />• Preserve and protect the public health, safety, and welfare of Park District residents, <br />employees, and visitors. <br />• Promote and accomplish the goals, policies, and objectives of the Everett <br />comprehensive plan. <br />• Ensure that new townhouse, multifamily, and mixed-use development is of high quality <br />and appropriate to the Park District’s character and context with the Delta neighborhood <br />and Everett. <br />• Promote increased pedestrian, bicycling, and transit use. <br />• Enhance the livability of residential developments. <br />• Enhance the public’s physical and visual access to open space. <br />1.2 – Relationship to Other Standards <br />Where provisions of these design standards conflict with provisions in any other section of the <br />Everett Municipal Code, these provisions prevail unless otherwise required by law. <br />1.3 – Planning Director Authority <br />The Planning Director has the authority to disapprove, approve with conditions, or require the <br />applicant to make design changes if the Planning Director determines the design does not meet <br />the design standards. <br />The Planning Director may engage the services of a licensed architect, or other licensed design <br />professional when the Planning Director deems it appropriate and in the public interest, to <br />provide recommendations in connection with the review of any project in the Park District, <br />including those involving discretionary design-related decisions, such as a compliance <br />alternative. Recommendations of the architect or design professional are advisory only and <br />must not otherwise limit the Planning Director’s authority to require changes in any project <br />design to meet the design standards or the Planning Director’s discretion to approve or deny <br />requested compliance alternatives or apply discretionary criteria. <br />1.4 – Compliance Alternatives <br />A. Overview and purpose. The Park District Design Standards have been crafted to provide <br />both predictability and flexibility to the project applicant(s) and the City. The predictability <br />comes in the form of clear minimum standards. Flexibility comes in two forms: (1) Offering <br />multiple ways of meeting a particular standard (an approach taken in a number of <br />standards); and (2) allowing for compliance alternatives – which provide the applicant with <br />the option of proposing an alternative design treatment provided such compliance <br />alternative meets the purpose of the particular standard and any additional compliance
