made recommendations to the City Council on each of the proposed map amendments; <br /> and <br /> WHEREAS, the Planning Commission has considered all of the proposed <br /> Comprehensive Plan Land Use Map and Policy amendments as well as implementing <br /> rezones, so that the cumulative effects of all amendments have been fully ascertained, as <br /> required by the Growth Management Act; and <br /> WHEREAS, the Planning Commission has recommended to the City Council the <br /> approval of various amendments to the Land Use Map and the rezoning of specific <br /> properties to implement the Comprehensive Plan; and <br /> WHEREAS,the City Council held a Public Workshop on January 27, 1997, and a Public <br /> Hearing on February 4, 1999, to consider the recommendations of the Planning <br /> Commission concerning various amendments to the Land Use Map and the rezoning of <br /> specific properties to implement the Comprehensive Plan; and <br /> WHEREAS, the City Council finds: <br /> 1. The subject property has been used as an equipment storage yard for an <br /> equipment rental business since 1953, and the Zoning Code adopted in 1956 <br /> zoned the property R-2 (Single family residential); and <br /> 2. The property has no direct access to a public street. <br /> WHEREAS,the City Council concludes: <br /> 1. The subject property is not suitable for single family residential use; <br /> 2. The requested amendment to the land use map and rezone provides for the public <br /> health, safety and welfare by recognizing the long term nonconforming use of the <br /> property and applying a land use designation and zoning to match the use; <br /> 3. The requested amendment to the land use map and rezone promotes the best long <br /> term interests of the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. The land use designation of the Land Use Map of the Everett Comprehensive <br /> Plan ," as adopted by Ordinance#2021-94, for the Shaffer property, located north of <br /> 3409 Everett Avenue, as depicted on"Exhibit A," attached hereto and incorporate herein <br /> by reference, is hereby amended from "Single Family Detached, 10 to 12 Dwellings Per <br /> Gross Acre"to "Mixed Use Commercial - Multiple Family." <br />
