July 10, 2024 <br />5 <br /> <br />PUBLIC HEARING - COUNCIL BILLS 2405-10, 2405-11, AND 2405-12 <br /> <br />Council Member Tuohy recused herself and left Council Chambers at 7:23 p.m. President Schwab <br />opened the public hearing. <br /> <br />The following members of the public spoke: Bryan Partington, Ethan Pfahl, and Ryan Weber. <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, to close the public <br />hearing. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Tuohy who was <br />recused. <br /> <br />Motion carried. <br /> <br />COUNCIL BILL 2405-10 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE relating to the Park District, adopting a Planned Development Overlay <br />under Chapter 19.29 EMC and approving a Development Agreement <br /> <br />Moved by Council Member Fosse, seconded by Council Member Rhyne, to adopt the proposed <br />amendments 1-3 from the July 9 memorandum from Planning Director Yorik Stevens-Wajda. <br /> <br />Council Member Rhyne requested a review to possibly standardize requirements for vacant <br />storefronts across the city. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Tuohy who was <br />recused. <br /> <br />Motion carried. <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, that this is declared to <br />be the third and final reading of Council Bill 2405-10, as amended. <br /> <br />Council Members Rhyne, Bader, Fosse, Zarlingo, and Schwab provided comments on the <br />proposed ordinance. <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance.
