r and slagging 15 foot strip along center line of street, installation of necessary drainage, making necessary water main changes and 1 doing all other work necessary to make a complete improvement 2 according to the plans and specifications prepared under the 3 direction of the City Engineer, which plans and specifications are 4 hereby adopted and approved. 5 Section 2 : That the cost and expense of such 6 improvement including all necessary incidental expenses shall be 7 borne by and assessed against the property included in the ass- 8 essment district herein created in accordance with law.
