The entire electrical system throughout the building has been compromised by tampering, unpermitted installations, unsafe use of extension cords, power strips, portable electric heaters, and various electrical fixtures and appliances. Damaged electrical wiring and equipment was observed at numerous interior and exterior locations. 2. Open electrical splices, including bare energized wiring are present within the structure. Unprotected non-metallic type wiring has been strung at locations where it is not permitted nor approved for use. 3. Much of the electrical system is Unsafe and not functioning properly.This was confirmed by my own observations,occupants statements, and the Everett Fire Department response report dated 3/2/2019. With our personal inspection observations and new information received today, I recommend changing the Violation Citation as follows: Section 4. paragraph B. "The Unsafe nature of the electrical system renders the entire Structure Unsafe as defined by the International Property Maintenance Code (IPMC0108.1.2 in violation of IPMC 106.1 Section 4. paragraph F. "The use of flexible cord as permanent wiring within the structure is in violation of IPMC 605.4 Wiring,which reads:" Section 5. paragraphs a) b) "The entire structure must be vacated no later than Friday March 8, 2019" "The structure shall remain vacant and secure until occupancy is approved by the City of Everett Building Department."
