ORDINANCE NO. 2378-99 <br /> An Ordinance Rezoning a Property Located to the North of 3409 Everett Avenue, <br /> from R-2 (Single Family High Density) to C-1 (General Commercial) <br /> as Part of the Annual Update to the Comprehensive Plan Initiated in 1998. <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its third annual comprehensive plan amendment <br /> process in July, 1998, which included consideration of Land Use Map amendment and <br /> rezone applications; and <br /> WHEREAS, Jim Shaffer asked the Planning Commission to initiate an amendment to the <br /> Land Use Map for a small parcel located north of 3409 Everett Avenue, for the purpose <br /> of rezoning the area from R-2 (Single Family High Density) to C-1 (General <br /> Commercial); and <br /> WHEREAS, the City Council held a Public Workshop on January 27, 1999, and a Public <br /> Hearing on February 3, 1999, to consider the recommendations of the Planning <br /> Commission concerning various amendments to the Land Use Map and the rezoning of <br /> specific properties as part of the 1998 Comprehensive Plan update process; and <br /> WHEREAS, the City Council has adopted Ordinance No. 2377-99 amending the land <br /> use designation of the Everett Comprehensive Plan for the subject property in support of <br /> the requested rezone; and <br /> WHEREAS, the City Council finds: <br /> 1. The requested C-1 zoning is consistent with and implements the revised land use <br /> designation of the City's Growth Management Comprehensive Plan; <br /> 2. By implementing the Comprehensive Plan land use designation, the proposed C-1 <br /> zone bears a substantial relation to the public health, safety and welfare; and <br /> 3. The C-1 zone promotes the best long term interests of the Everett community. <br />
