From: Katie Vaal <ktvlsp3@gmail.com>
Sent: Wednesday, July 24, 2024 3:44 PM
To: DL‐Council
Subject: [EXTERNAL] Public comment

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize
the sender and know the content is safe.

Good afternoon City Council,

I'm writing in to give comment about the buffer zones which will be discussed at tonight's safe community council meeting.

I live in the buffer zone that's been implemented around Compass Health and their low barrier facility, Andy's Place. I'm sure
you've heard about many of the problems from my neighbors without me needing to go into detail. I'll add that Andy's Place is
only one piece of the puzzle in the issues we're seeing.

We have seen an improvement in police presence and call response times since the buffer zone went into effect. Everett PD
has been very open to hearing about, and working, problem properties in the neighborhood. We've been utilizing the Everett
at Work app and having great response from parking and code enforcement. The buffer zone is not a fix all, we knew it
wouldn't be, but I'm very grateful for the additional support.

I don't know how city is currently monitoring the success, or lack of, in the buffer zones. I just want to communicate my support
for this tool. If more low barrier facilities are opened in the future, I'd love to see buffer zones go into place automatically. Id
like to see increased sentences for drug dealing around services. Perhaps, that would create less pushback from the
neighborhoods unwilling to take on services. We need this tool to help protect vulnerable tenants, and their neighbors, from
drug dealers looking to take advantage.

Thank you,
Katie Incognito
