Out of said fund <br /> Shall be paid the bonds, the interest thereon and the entire <br /> 9 cost of such improvement. <br /> 10 Si ction 5 : The costs and expenses of such <br /> i <br /> i1 improvement shall be defrayed by special assessments payable in <br /> 12 ten (10) equal annual installments with interest thereon at the <br /> 13 rate of 7 ' per annum under the mode of payment by bonds as <br /> 14 provided by law and the ordinances of said city.
