The project appears to involve created new conditioned space within a non-conditioned or semi- <br /> conditioned space. The original construction drawings under Permit No. B1503-026 do not <br /> specify insulation for the building, including the roof system. The conditioned space is required <br /> to be insulated for new construction per WSEC Sections C402.1 and C502.1. The notes on <br /> Sheet I2.1 and Details on Sheet I8.1 do not specify the required insulation and should be <br /> revised. The required insulation values for each component, including fenstrations, should be <br /> specified. See IBC Section 1203.1, and the definition of"additions"per WSEC Section C202. <br /> 2. Continuing with the previous comment, components of the existing building may not comply <br /> with the current requirements for the thermal envelope of the new heated space. Such <br /> components may include but are not limited to the exterior fenestrations, roof, and slab. The <br /> existing building is required to be modified as required to comply. Alternatively, the envelope <br /> may comply with WSEC Section C402.1.5. Documentation substantiated the envelope design <br /> should be submitted for review. <br /> 3. The new conditioned space is required to comply with the energy credit provisions of WSEC <br /> Section C406.1. A schedule of the selected credits and the performance requirements should <br /> be included in the construction drawings. Where enhancements to the thermal envelope are <br /> selected, these shall be in addition to increased requirements resulting from the component <br /> performance alternative analysis per Section C402.1.5. See WSEC Section C502.1. <br /> This review has been performed for general compliance with the building codes as adopted and <br /> amended by the state of Washington and the city of Everett. Corrections and comments made <br /> during the review process do not relieve the project from compliance with code and permit <br /> requirements.
