August 14, 2024 <br />4 <br /> <br /> <br />The Deputy City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br /> AYES: Zarlingo, Vogeli, Fosse, Tuohy, Rhyne, Bader, Schwab <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance 4039-24 adopted. <br /> <br />EXECUTIVE SESSION: <br /> <br />The City Council recessed for an executive session at 6:46 p.m., began the executive session at <br />6:51 p.m. Vice President Zarlingo requested an additional 10-minutes at 7:06 p.m. The executive <br />session re-started at 7:08 p.m., and concluded at 7:18 p.m. Council reconvened at 7:21 p.m. <br /> <br /> <br />COUNCIL BRIEFING & PROPOSED AGENDA: <br /> <br />COUNCIL BILL 2408-18 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE establishing a Separation Incentive Program for eligible City of Everett <br />Employees <br />Presented by Lori Cummings, Administration and Kandy Bartlett, Human <br />Resources <br /> <br />Discussion ensued with staff answering council questions. <br /> <br />Council Member Fosse made a motion to request legal to review the procurement policy and the <br />discretionary level that requires council approval, seconded by Council Member Rhyne. Assistant <br />City Attorney Ramsey Ramerman said he would research this. <br /> <br />Council Member Rhyne requested Administration provide hiring freeze language in the current <br />Voluntary Separation Incentive Ordinance (VSIO) or provide separately. <br /> <br /> <br />COUNCIL BRIEFING AGENDA: <br /> <br />A Resolution authorizing next steps for Covid Recovery (Formerly ARPA) funded projects <br />and initiatives <br /> Presented by Julie Willie and Tyler Chism, Community Development
