Submit an Interim discharge prevention plan,as part of a Public Works Permit application,for <br /> City review and approval that includes the following: <br /> o Any modifications of an existing stormwater facility or stormwater drainage system must be <br /> approved and permitted by the City with a public works Permit(EMC 14.28.120 E). <br /> o Include proposed structural measures with supporting engineering calculations and <br /> justification to prevent discharge from leaving the fueling and operations area of the site. <br /> Provide overflow, pumping and containment capacity. <br /> o Operations and maintenance plan <br /> o Adaptive management plan—How will the system be monitored for effectiveness and what <br /> steps will be taken if the solution is inadequate. <br /> Complete Action#1 not later than September 15,2023. <br /> 2. Submit a complete Public Works Permit application for all of the necessary and required permits <br /> and approvals,the create a Permanent Drainage Solution,to bring the property and <br /> structure(s)on the property into compliance with the Everett Municipal Code. Information on <br /> the City of Everett permit application process can be found at www.everettwa.gov/permits <br /> Once the Public Works Permit is issued,then correct and complete all of the deficiencies that <br /> are present on the property and/or within the structure(s)and have the work inspected and <br /> approved, by the Everett City Building and Public Works Divisions. <br /> The Permanent Drainage Solution must: <br /> o Implement City approved and permitted structural and operational measures to comply <br /> with Everett Municipal Code(EMC) 14.28.130,the City of Everett Design and Construction <br /> Standards and Specifications(DCSS),and the City of Everett adopted Washington State <br /> Department of Ecology Stormwater Management Manual for Western Washington. Said <br /> permanent measures shall comply specifically with Volume IV-6 S409 and S412 of the <br /> Stormwater Management Manual for Western Washington. <br /> o Submit an updated O&M manual complying with the stormwater manual and Washington <br /> State Department of Ecology industrial permit and spill prevention control and <br /> countermeasure SPCC plan. [It should be noted that compliance and approvals by the <br /> Washington State Department of Ecology under the industrial permit do not constitute <br /> compliance and approval with City of Everett codes and requirements. Local codes can be, <br /> and often are, more restrictive then state requirements.] <br /> Complete Action#2 not later than January 17,2024. <br /> Notice and Order Page 4 of 6 <br />
