Out of said fund shall 15 be paid the bonds, the interest thereon and the entire cost of 16 subh i mp ro v emen t. 17 Section 5 : The costs and expenses of such improve- 18 ment shall be defrayed by special assessments, payable in ten 19 • equal annual installments, with interest thereon at the rate of Six 6 20 RIx= per cent (0) per annum, under the mode of payment by bond9 21 as provided by law and the Ordinances of said City.
