<br />3 <br /> <br />d. Attendance from remote locations is intended to be an alternative and <br />infrequently used method for participation, which shall be limited to each Council <br />member participating remotely at a regular City Council meeting no more than one <br />City Council meeting per quarter per calendar year. <br /> <br />e. Council President or Presiding Officer shall not approve a Council member’s <br />request for remote participation at any meeting in which there will not be a quorum <br />of Council members physically present at the location specified in the notice of the <br />meeting. <br /> <br />f. Council members requesting approval to participate in council meetings remotely <br />are required to request via email sent to the Council President and Council Executive <br />Assistant no later than the morning of the Council meeting. Requests will be <br />accommodated on a first come first serve basis. <br /> <br />g. Council member’s remote participation must comply with meeting requirements <br />established in the City Charter and any other legal requirements that pertain to <br />public meetings. <br /> <br />3. Virtual Executive Session Participation. A Council member who has attended a <br />Council meeting remotely may also participate in an Executive Session remotely if <br />they are in a secured location with no other people sharing the same room or able <br />to hear discussions. The secure remote meeting link to participate will be separate <br />from the Council meeting link and only available to the Council member participating <br />remotely, and the City Clerk, who will ensure there is a computer ready. Following <br />the conclusion of an Executive Session a Council member participating remotely <br />would rejoin the main Council meeting, if an announcement or action is necessary. <br /> <br />4. Attendance, excused absences. The Everett City Charter 2.6 Forfeiture of Office <br />provides that a council member shall forfeit his/her office by failing to attend <br />three (3) consecutive regular meetings of the council without being excused by <br />the Council. Members of the council may be excused by complying with this <br />section. If the member has a planned absence, the member is required to <br />request being excused via email to the Council President prior to the meeting <br />and state the reason for the member’s inability to attend the meeting. If the <br />member is unable to contact the President, the member shall contact the Council <br />Executive Assistant or the Council Vice President who will notify appropriate <br />parties. <br />3. and/or Presiding Officer for the meeting <br /> <br />4.5. The structure of the Council agenda will be determined by the Council <br />President/presiding officer. The President or presiding officer’s agenda structure <br />may be overridden by a majority of Council members present at any meeting.
