September 4, 2024 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., September 4, <br />2024, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Zarlingo, Bader, and Tuohy were present. Council Member Vogeli was excused. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Zarlingo recited the land acknowledgement. <br />The minutes of the August 28, 2024, meeting were approved. <br />MAYOR <br />Mayor Franklin commented on the opening of Light Rail in Lynnwood last Friday. She commented <br />on the Substance Use Contract on tonight’s agenda. She thanked Council for approval for the <br />lobbyist contract approval last week. Mayor Franklin also commented on the conclusion of <br />summer events and the first day of school. <br />PUBLIC COMMENT <br />Council received three (3) written comments and the following members of the public spoke: <br />Evan Reed, Siri Larson Iverson, and Deborah Gleisner. <br />COUNCIL <br />Council Member Fosse commented on the first day of school. She also stated Jetty Island is now <br />closed for the season. Council Member Fosse made a motion to work with legal on an ordinance <br />regarding landscaping requirements. Council Member Rhyne seconded the motion. <br />Council Member Rhyne commented on her attendance at the Puget Sound Regional Council <br />Economic Development District Board meeting. <br />President Schwab commented on Agenda Item #10 and the corresponding proposed Council <br />Procedures resolution, which will be addressed next week. <br />Several council members thanked the public commenters.
