September 4, 2024 <br />4 <br /> <br /> <br />AN ORDINANCE setting the meeting time schedule for City Council’s regularly scheduled <br />meetings and repealing Ordinance No. 3935-23 <br /> <br />Moved by President Schwab, seconded by Council Member Bader, to amend Section 1 of the <br />ordinance to add in “the except the second, fourth and when applicable, fifth Wednesday of <br />the month, as which time will commence at 12:30 p.m.” <br /> <br />Discussion ensued regarding the proposed amendment. <br /> <br /> <br />Roll was called with all President Schwab voting yes; Council Members Fosse, Tuohy, Rhyne, and <br />Bader voting voted no; Council Member Zarlingo abstained, and Council Member Vogeli excused. <br /> <br />Motion failed. <br /> <br /> <br />ACTION ITEMS: <br /> <br />AGREEMENT - THERAPEUTIC COURT/SUBSTANCE USE DISORDER <br /> <br />Moved by Council Member Bader, seconded by Council Member Zarlingo, to authorize <br />Mayor Franklin to sign the Professional Services Agreement between Everett Municipal Court <br />and Bridgeways. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Vogeli who was <br />excused. <br /> <br />Motion carried. <br /> <br />PUBLIC HEARING – COUNCIL BILL 2408-19 <br /> <br />President Schwab opened the public hearing regarding Council Bill 2408-19. <br /> <br />Yorik Stevens-Wajda provided an overview of the proposed ordinance and discussion ensued <br />with Yorik and David Hall answering council questions. Council Member Rhyne requested a <br />variance to the requirement for transparent windows and door coverings on birth centers in the <br />downtown area. <br /> <br />There were no members of the public who spoke. <br />
