7 <br /> <br />designated by the President; or if no such Councilmember has been designated, the <br />presiding officer shall be selected by a majority of the members present at such <br />meeting. <br /> <br />Pursuant to Section 2.7 of the Charter, the President of the Council shall also be deemed <br />the Mayor Pro Tempore for the same period of office. The annual election of the Council <br />President / Mayor Pro Tempore will be noted on the Council agenda and will occur on the <br />first regular meeting of the month of January. If for any reason, the Council President / <br />Mayor Pro Tempore should be unable to complete their term, an election of a new Council <br />President / Mayor Pro Tempore shall occur at the first meeting following the vacancy. <br />Council will elect a Vice President annually, at the same meeting as the election of Council <br />President / Mayor Pro Tempore, unless otherwise determined by majority vote of the <br />entire Council. The duties of Council Vice President shall be described as assisting the <br />Council President / Mayor Pro Tempore in the development of the weekly agenda. In the <br />absence of the Council President / Mayor Pro Tempore, the Vice President shall chair the <br />weekly council meeting. The Vice President will attend any community events where the <br />Council President / Mayor Pro Tempore is unable to attend. <br /> <br />SECTION 10: PROCEDURE FOR COUNCIL INITIATED LEGISLATION <br /> <br />If or when a councilmember is ready to formally request staff assistance, and to promote <br />the orderly development and consideration of proposed legislation and the efficient use <br />of staff time, Council will initiate legislation as follows: <br />1. Requests for information and advice regarding potential legislation <br />At a City Council meeting, Councilmembers may request information from Administration <br />or legal advice from the City Attorney regarding any draft or outline of the proposed <br />legislation the councilmember has prepared for consideration at a Council meeting. <br />If/When a councilmember requests the City Attorney’s office keep the preliminary work <br />confidential, the City Attorney shall do so to the extent it is consistent with their job duties <br />and responsibilities. Once a Councilmember is ready to move forward with an outline of <br />draft legislation, the Councilmember will notify the President, who may assign the <br />proposal to the appropriate Council committee for consideration. <br />2. Requests for assistance in drafting potential legislation <br />A Councilmember may motion to work with Legal to request assistance with drafting <br />potential legislation at any council meeting. Provided there is a second motion and the <br />President does not assign to a committee, Legal will assist with drafting. <br />If referred to a committee, following council committee discussion, which may include a <br />determination by the committee regarding whether work on the proposed legislation <br />should continue, two or more councilmembers (from the committee or not) may request <br />that staff or the City Attorney help prepare or review a draft ordinance or resolution. Once <br />the legislation has been prepared and reviewed by the councilmembers initiating the <br />request, the Council President or Presiding Officer will return it to the appropriate Council
