• <br /> ORDINANCE NO. 2392-99 <br /> An ORDINANCE amending the City's Surface and Storm Drainage Regulations <br /> by amending Section 3 of Ordinance No. 2196-97 Changing the Timing of Soil <br /> Stabilization and the Threshold for Runoff Treatment <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: That section 3(4) B of Ordinance No. 2196-97 (EMC 14.28.120) which reads as <br /> follows: <br /> EROSION AND SEDIMENT CONTROL REQUIREMENT#1: <br /> Stabilization and Sediment Trapping <br /> All exposed and unworked soils shall be stabilized by suitable application of BMPs. <br /> From October 1 to March 31, no soils shall remain exposed for more than 2 <br /> consecutive days. From April 1 to September 30, no soils shall remain exposed for <br /> more than 7 consecutive days. Prior to leaving the site, stormwater runoff shall pass <br /> through a sediment pond or sediment trap, or other appropriate BMPs. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> EROSION AND SEDIMENT CONTROL REQUIREMENT#1: <br /> Stabilization and Sediment Trapping <br /> All exposed and unworked soils shall be stabilized by suitable application of BMPs. <br /> From October 1 to April 30, no soils shall remain exposed for more than 2 <br /> consecutive days. From May 1 to September 30, no soils shall remain exposed for <br /> more than 7 consecutive days. Prior to leaving the site, stormwater runoff shall pass <br /> through a sediment pond or sediment trap, or other appropriate BMPs. <br /> SECTION 2: That Section 3(7) of Ordinance No. 2196-97 (EMC 14.28.150) which reads as <br /> follows: <br /> MINIMUM REQUIREMENT #4: RUNOFF TREATMENT BMPS <br /> All projects creating five thousand (5,000) square feet or more of net additional <br /> pavement shall provide treatment of stormwater. Treatment BMPs shall be sized to <br /> capture and treat the water quality design storm, defined as the 6-month, 24-hour <br /> return period storm. The first priority for treatment shall be to infiltrate as much as <br /> possible of the water quality design storm, only if site conditions are appropriate and <br /> ground water quality will not be impaired. Direct discharge of untreated stormwater <br /> to ground water is prohibited. All treatment BMPs shall be selected, designed, and <br /> maintained according to the City of Everett's Stormwater Management Manual. <br /> CSTAGORD ORD2196-97(YJ 5/24/99) <br />
