Nicholas Addition by the construction 3 of concrete walks; also Summit Avenue and Summit Avenue 4 produced, from the south line of 20th Street to East Grand 5 Avenue, by clearing and grubbing, grading to proper grade, 6 installation of necessary drainage and doing all other work 7 necessary in connection therewith to make a complete improve- 8 ment under resolution No. 2821 of the City ofE'verett, creating 9 an assessment district, creating a Local. Improvement District 10 .rund therefor, providing that payment for said improvement 11 be made by special assessment on the property benefitted:=in 12 said district by the mode of payment by bonds, 13 Whereas, by Resolution No. 2821 of the City of 14 Everett, the City Council of Everett has declared its intention 15 to order the improvement of Summit Avenue from the south line 16 of 20th Street to the north line of the St .
