B2106-009. I am the planner conducting the Planning Department's intake review for this <br /> application. Please note the following comments are not a thorough plan check review and only <br /> addresses larger zoning compliance items. Additional comments may be provided by the Building <br /> intake reviewer as well; please utilize the Online Permitting Portal to check the status of other <br /> reviewers. I am including Planner Karen Stewart on this email. She is our Historic Planner for the City <br /> and will work with you on any Riverside Historic Overlay standards and processes required prior to <br /> permit approval. <br /> After conducting a preliminary review of your proposal Planning has the following list of items that <br /> need to be addressed before moving forward with our review. <br /> 1. Building Height. Per Table 22-1: Maximum Building Heights and the Building and Structure <br /> Height Map the subject property's maximum building height is 28-feet.The proposed height <br /> of the new single-family residence is shown at 30-feet from grade. Height in residential zones <br /> located in a Historic Overlay is measured from the average sidewalk elevation at the front lot <br /> line (EMC 19.22.060) unless the height measurement exception of EMC 19.22.060.B.4(b) can <br /> be applied. If this exception applies to the subject property please provide elevation evidence <br /> on sheet A-4. In either case whether height is measured from base elevation of the building or <br /> the sidewalk elevation at the front lot line the elevations of where height is measured from <br /> needs to be shown on the site plan too. <br /> 2. Survey. When a proposed building, addition, or alteration is within one foot of a required <br /> setback or within one foot of the maximum allowable height a survey is required (EMC <br /> 19.39.070). Due to the proposal of the minimum 5-foot side setbacks on the east and west <br /> sides survey markers will be required to be staked at the property corners prior to <br /> construction.This is to verify encroachment into the side setbacks does not happen during <br /> construction. <br /> Once the height of the proposed residence is revised if the height is over 27-feet a base <br /> elevation survey will also be required prior to permit issuance (see attached) and a height <br /> survey will be required prior to framing inspection. <br /> 3. Site Plan. Please see the attached site plan checklist for further details. <br /> a. Height Calculations. Benchmark shall be a fixed point or datum point such as the top of <br /> a utility cover, monument in road, or other permanent point that cannot be easily <br /> moved or difficult to re-locate. Label on site plan where the benchmark and base <br /> height markers are taken from; <br /> b. Note length of eave overhangs (Maximum encroachment into side setbacks is 18- <br /> inches). <br />
