The parties have agreed to make payments to the District to offset costs of increased hillside runoff to the Marshland Drainage Basin as a result of upland development. The City will pay 30% of the agreed upon costs and Snohomish County will pay for 70% of the agreed upon costs. Costs to the City are estimated at $40,000 annually. The funding source will be Fund 401 - Water and Sewer Utility. Project summary statement: Snohomish County and the City of Everett have five-year tri-party agreements with the Marshland Flood Control District for stormwater runoff that drains to the District. The funds paid to the District help to offset the management of sediment removal from ditches and ponds, electrical pumping costs, and capital costs associated with the pump station that pumps stormwater from the District canal into the Snohomish River. The current Interlocal Agreement replaces the previous the agreement that will expire in December. Recommendation (exact action requested of Council): Authorize the Mayor to sign the five-year Interlocal Agreement with Marshland Flood Control District and Snohomish County.
