INTER LOC AL AG R EEMENT BETWEEN SNOHOMI SH COUNTY AND TH E CITY OF <br />EVE RETT FO R EME R GENCY BRIDGE HOU SING <br />This lnterlocal Agreement ("Agreement") is made and entered into by SNOHOMISH <br />COUNTY, a political subdivision of the State of Washington ("County"), and the CITY OF EVERETT, <br />a municipal corporation in the State of Washington ('City"), (collectively the "Parties" and, <br />individually, a "Party''). <br />RECITALS <br />WHEREAS, chapter 39.3 4 RCW, the lnterlocal Cooperation Act, authorizes public agencies, <br />including the County and the City, to enter into cooperative agreements with one another to <br />make the most efficient use of the.ir respective resources; <br />WHEREAS, RCW 82.1 4.460, most recently amended by the Washington State Legislature in <br />2023, authorizes counties to impose a sales and use tax to be used "solely for the purpose of <br />providing for the operation or delivery of chemical dependency or mental health treatment <br />programs and services and for the operation or delivery of therapeutic court programs and <br />services," with "programs and services" defined as, including, but not limited to, "treatment <br />services, case management, transportation, and housing that are a component of a coordinated <br />chemical dependency or mental health treatment program or service;" <br />WHEREAS, the Snohomish County Council passed Ordinance 08-154 imposing a sales and use <br />tax to provide for such programs and services, creating the chemical dependency/mental health <br />(CDMH) program fund, and adding new chapter 4.25 to Snohomish County Code; <br />WHEREAS, sec 4.25.050 states that the County's "chemical dependency/mental health <br />program fund shall be used solely for the purpose of providing for the operation or delivery of <br />chemical dependency or mental health treatment programs and services and for the operation <br />or delivery of therapeutic court programs and services as allowed by state law ... ," further <br />providing that "'programs and services'" includes, but is not limited to, treatment services, case <br />management, and housing that are a component of a coordinated chemical dependency or <br />mental health treatment program or service"; <br />WHEREAS, emergency bridge housing is a type of temporary accommodation designed to <br />help homeless persons transition to permanent housing, including services such as behavioral <br />health services, employment services, medical care, and other services that are provided onsite <br />or through coordinated access to offsite services; <br />WHEREAS, the County has determined to apply funds from the County's CDMH fund to <br />finance the acquisition of the property located at 3715 and 3719 Smith Avenue in Everett, legally <br />described in the Attachment 1 hereto (the "Property'') and certain other costs, all for the <br />purposes of providing emergency bridge housing as described in this Agreement at the Property <br />(the emergency bridge housing, the "Project''); <br />WHEREAS, the City will contract with Everett Gospel Mission ("EGM") for the Project, as set <br />forth herein. <br />1
