Section 57: Section 34.080.A of Ordinance No. 1671-89, as amended by Section 23 of Ordinance No. 1849-92, (EMC 19.34.080.A), which reads as follows: 34.080 Parking Area Design and Construction. A. Paving, layout, striping, drainage, compact parking stalls, handicap parking stalls, parking stall sizes, aisle width and other construction details shall be in accordance with the construction standards of the city engineer. Off-street parking areas for all uses except agricultural and single-family uses shall be paved with a permanent durable surfacing. See Section 39.165 for other parking lot design requirements for transportation compatibility. Is hereby amended to read as follows: A. Parking areas located on the roof of a building shall provide landscaping and screening as required by Chapter 35 if such parking area is visible from any abutting property. Section 59: Section 34.090.0 of Ordinance No. 1671-89, as amended (EMC 19.34.090.C), which reads as follows: C. For uses with a smaller floor area than the minimum listed in subsections A or B of this section, for uses in the B-3 area or for uses being reviewed using Review Process IIIB or VB., the traffic engineer shall be authorized to require loading space as necessary to provide for the safe and efficient delivery of merchandise or materials to the specific uses within the building to assure that required off-street parking areas and public right of-way are protected from unsafe conditions resulting from truck loading and unloading.
