(2) After January 1st, 1997, government office uses and buildings in the B-2, B-2(B), <br /> C-1, C-1R, C-2, M-1, M-2 and M-M zones, and in those portions of the B-3 zone which <br /> are located north of Everett Avenue or south of Pacific Avenue, shall be subject to <br /> Review Process III.B. In these zones and in the other zones which the use-standards table <br /> indicates that governmental office uses are subject to Review Process III.B, such uses <br /> may be permitted to locate outside the B-3 zone only when(a) such use is incompatible <br /> with other uses permitted in the B-3 zone or is inconsistent with the stated purpose of the <br /> B-3 zone, or(b) when the public intended to be served by the proposed governmental <br /> office use will clearly be better served by a location outside of the B-3 zone. Convenient <br /> off-street parking shall not be permitted to be used as a basis for making this <br /> determination. <br /> (3) Government activities and public facilities that involve large vehicles, bulk <br /> storage or processes that are incompatible with the permitted uses or stated purpose of the <br /> B-3 zone shall not be located in the B-3 zone. <br /> (4) Setbacks for governmental or quasi-governmental buildings and uses located <br /> outside the B-3 zone shall be determined during the review process as necessary based <br /> upon the impact the proposed use or building will have upon surrounding properties. <br /> Is hereby repealed. <br /> Section 64: Section 41.150.D.1.c of Ordinance No. 1671-89, as amended by Section 3 of <br /> Ordinance No. 2290-98, (EMC 19.41.150.D.1.c), which reads as follows: <br /> Above Ground Utility and Communications Facilities. <br /> (1) All utility and communications facilities shall be designed, landscaped or <br /> otherwise screened to ensure compatibility with surrounding properties. Above ground <br /> utility and communications structures and antennas shall be designed, constructed, <br /> painted and screened so as to blend with surrounding uses and buildings. The review <br /> authority may impose additional restrictions on the location, setbacks, height, design, <br /> landscaping and screening of above ground utility and communications facilities if <br /> necessary to minimize visual impacts and promote greater compatibility with existing or <br /> planned uses on surrounding properties. <br /> (2) Antennas associated with above ground utility or communications facilities shall <br /> be located on existing or replacement towers or structures to the maximum extent <br /> technically feasible to discourage the proliferation of tower structures. Installation or co- <br /> location of antennas on existing or replacement towers or structures shall be preferred <br /> unless the proponent can demonstrate that a new structure is necessary to adequately <br /> serve the needs of the public. When proposed to be installed on an existing or <br /> replacement tower or structure located in a nonresidential zone located at least three <br /> hundred feet from residential zones, facilities which are subject to Review Process II <br /> shall be reviewed using Review Process I, subject to meeting all requirements of this <br /> section. When proposed to be located on an existing or replacement utility or <br /> communications structure or other nonresidential structure in a residential zone, Review <br /> Process II shall be required. <br />
