b. Daycare Centers. All such facilities shall comply with the licensing requirements <br /> of Washington State Department of Social and Health Services. <br /> Is hereby repealed. <br /> Section 67: Section 41.150.D.2.e of Ordinance No. 1671-89, as amended by Section 11 <br /> of Ordinance No. 1811-91, (EMC 19.41.150.D.2.e), which reads as follows: <br /> e. Social Service Facilities. <br /> (1) Public housing or housing provided by nonprofit or charitable organizations <br /> which is identical in nature to housing which is permitted in a particular zone shall be <br /> permitted subject to Review Process I and the other requirements for such housing listed <br /> in the use-standards table or any other section of this title. <br /> (2) Alcohol and drug abuse treatment centers operated on an out-patient basis shall <br /> not be permitted under any circumstances in residential zones. <br /> (3) Residential rehabilitation facilities where patients live on a twenty-four hours per <br /> day basis and which do not involve any treatment of persons on an out-patient basis shall <br /> be considered as a Class II group care home. Detoxification centers shall be prohibited in <br /> any residential zone. <br /> (4) Residential group care homes shall be permitted as provided in the use-standards <br /> table of individual zones. <br /> (5) Food banks shall be permitted in any commercial zone using Review Process II.B. <br /> (6) Social service facilities proposing to locate in the area designated as <br /> "Governments, Social and Human Services" (3.4) on the Everett general plan land use <br /> map shall be subject to Review Process II.B. <br /> (7) Each such use shall be evaluated based on the nature of the operation of such <br /> facilities and the location in which it is proposed, in order to ensure land use <br /> compatibility. <br /> Is hereby repealed. <br /> Section 68: Section 41.150.D. 3 of Ordinance No. 1671-89, as amended (EMC <br /> 19.41.150.D.3), which reads as follows: <br /> 3. Activities requiring large land areas, including, but not limited to: <br /> a. Golf courses, driving ranges, rifle ranges, outdoor commercial amusements and <br /> recreational activities, campgrounds and cemeteries shall be evaluated for compatibility <br /> with surrounding land uses based upon the criteria listed under subsection 37.150C. <br /> b. Sanitary landfills, transfer stations, resource recovery facilities, waste <br /> incinerators, excavation and mining activities and similar uses shall be evaluated for <br /> compatibility with surrounding land uses using the criteria listed in subsection 41.150C <br /> and for potential impact upon the environment. <br /> Is hereby repealed. <br />
