Executive Summary <br /> Soundview Consultants LLC (SVC) conducted a wetland and fish and wildlife habitat assessment of <br /> an approximately 1.18-acre site located west of 18th Avenue West in the City of Everett,Washington. <br /> The subject property consists of two tax parcels situated in the Southeast '/4 of Section 14,Township <br /> 28 North, Range 04 East, W.M. (Snohomish County Tax Parcel Numbers 00480600102000 and <br /> 00480600102104). <br /> Using current methodology, SVC identified two regulated wetlands onsite (Wetland A and Wetland <br /> B) on the western portion of the subject property. One offsite wetland (Offsite Wetland 1) was <br /> identified offsite to the north of the subject property. Wetland A,Wetland B, and Offsite Wetland 1 <br /> are classified as Category III wetlands with low habitat scores of 4 points and are subject to standard <br /> 80-foot buffers per Everett Municipal Code (EMC) 19.37.110.A.1 Table 37.2. An additional 10-foot <br /> setback for principal buildings and 5-foot setback for other structures and improvements is also <br /> required from the outer edge of the wetland buffers per EMC 19.37.220.B. No other potentially <br /> regulated wetlands, waterbodies, or fish and wildlife habitat conservation areas were identified on or <br /> within 300 feet of the subject property. <br /> The Applicant proposes residential development of the subject property to include 23 townhomes <br /> and associated infrastructure including an internal access road, turnaround for fire and other safety <br /> access, and utilities. Due to the centralized location of Wetland A and Wetland B, no practical site <br /> design was identified that would result in lesser impacts to onsite critical areas while achieving the <br /> applicant's development objectives. Therefore,the unavoidable fill of Wetland A (10,253 square feet) <br /> and Wetland B (502 square feet) is required to accommodate the proposed residential development. <br /> An additional 788 square feet of Wetland A exists offsite to the west and the north of the subject <br /> property. Although these areas are not proposed to be filled, they will become isolated and non- <br /> functioning following the fill of the onsite portion of Wetland A. Therefore,the project will consider <br /> these areas as being directly impacted for calculating total impacted wetland areas, and as such are <br /> included in the compensatory mitigation accordingly. No impacts direct or indirect impacts are <br /> proposed for Offsite Wetland 1 as an existing paved road interrupts the buffer, therefore, the Offsite <br /> Wetland 1 buffer does not project on the subject property. <br /> Compensatory mitigation for the complete fill of Wetland A and Wetland B is proposed to be <br /> provided through the purchase of mitigation bank credits from the Keller Farms Mitigation Bank <br /> (KFMB) as allowed under EMC 19.37.125.A.
