2. Minimising impacts by limiting the degree or magnitude of the action and its implementation, by using <br /> appropriate technology, or by taking affirmative steps to avoid or reduce impacts; <br /> Due to the centralized locations of Wetland A and Wetland B and the constraints posed by <br /> the small property size (1.18 acres), no practical site design was identified that would result in <br /> less than the proposed impacts to onsite critical areas while achieving the applicant's housing <br /> development objectives on the 1.18-acre site. Internal access roads, fire access/turnarounds, <br /> and utilities will utilize the remainder of available space not already allocated for residential <br /> development. <br /> 3. Decting the impact by repairing rehabilitating or restoring the affected critical area; <br /> Not applicable. <br /> Repairing, rehabilitating, or restoring the affected portions of Wetland A and Wetland B and <br /> the associated buffer onsite is not possible, as the entire site is planned to accommodate the <br /> proposed development and no onsite wetland or buffer areas will remain after the proposed <br /> fill occurs. <br /> 4. Deducing or eliminating the impact over time by preservation or maintenance operations during the life of the <br /> actions; <br /> The proposed project requires the unavoidable, total fill of the onsite portions of Wetland A <br /> and Wetland B. Mitigation will be provided through the purchase of mitigation bank credits <br /> from the Keller Farm Mitigation Bank (-,'_FMB). As such, no preservation or maintenance <br /> operations are required in association with the proposed impacts <br /> S. Compensate for the impact by replacing enhancing or providing substitute wetland areas and environments; <br /> Onsite compensation is not a practicable as the entire site is planned to accommodate the <br /> proposed development. The necessary and unavoidable fill of onsite Wetland A (10,253 <br /> square feet onsite) and Wetland B (502 square feet)will be compensated through the purchase <br /> of mitigation bank credits from KFMB. 788 square feet of Wetland A exists offsite to the <br /> west and the north of the subject property. Although these areas are not proposed to be filled, <br /> they will in effect,become isolated and non-functioning following the fill of the onsite portion <br /> of Wetland A. Therefore, the project will consider these areas as being directly impacted for <br /> calculating total impacted wetland areas for mitigation. The proposed use of a mitigation bank <br /> will result in no net loss in ecological functions within the Cedar-Sammamish watershed. <br /> 6. Monitoring the impact and take appropriate corrective measures. <br /> No onsite monitoring will be required for the proposed project as no onsite, permittee- <br /> responsible mitigation actions are proposed; monitoring activities will be conducted by the <br /> Keller Farms Mitigation Bank. <br /> 1.1.3 Wetland Compensation <br /> The project proposes unavoidable direct impacts to Wetland A and Wetland B.
