Section 113.1 of the IPMC is hereby replaced with the following: <br /> <br />When, after review of a structure, the code official’s judgment is that the structure is <br />vacant, unsecured, and creating a public nuisance or so deteriorated or dilapidated or <br />has become so out of repair as to be dangerous, unsafe, insanitary, or otherwise unfit <br />for human habitation or occupancy, the code official shall order the owner of the <br />premises upon which the structure is located, or the owner’s authorized agent, as <br />follows: <br /> <br />If the code official’s judgment is that it is unreasonable to repair the structure; <br />to demolish and remove such structure; or <br /> <br />If the code official’s judgment is that the structure is capable of being made safe <br />by repairs; to repair and make safe and sanitary or to board up and hold for <br />future repair or to demolish and remove at the owner’s option; or <br /> <br />If the code official’s judgment is that there has been a cessation of normal <br />construction of any structure for a period of more than two years; to demolish <br />and remove such structure, or board up until future use. <br /> <br />Boarding the building up for future repair shall not extend beyond one year, unless <br />approved by the code official. <br /> <br />I. Section 113.2 is hereby deleted in its entirety. <br /> <br />J. The following definition is added to Section 202, “General Definitions,” of the IPMC: <br /> <br />“PUBLIC NUISANCE.” Any condition which annoys, injures, interferes with or endangers <br />the comfort, repose, health or safety of others and affects the rights of a community or <br />neighborhood although the extent of the damage may be unequal. <br /> <br />K. Sections 302.4, 302.6, 302.8, and 302.9 of the IPMC are hereby deleted in their entirety. <br /> <br />L. Section 304.2 of the IPMC is hereby replaced with the following: <br /> <br />When it is discovered that the lack of protective treatment is causing or has caused <br />deterioration to exterior wood or metal surfaces, the code official has the authority to
