(Consultant) will provide Construction Management (CM) services to City of Everett (Client), or <br />the project known as Port Garnder Storage Facility -Facility Construction Package (Project). These <br />services will include consultation, contract administration, field observation, documentation, and material <br />testing, as required during the construction of the Project, as detailed below. <br /> <br />Project Description: The City of Everett Port Gardner Water Quality Program serves to improve water <br />quality in the Possession Sound and Port Gardner Bay by reducing combined sewer overflows and <br />providing regional stormwater treatment for more than 200 acres of urban watershed. The City of Everett <br />acquired the Kimberly-Clark Wastewater Treatment Plant in 2019 to repurpose the infrastructure into the <br />PGSF. The PGSF will provide temporary combined sewer storage, reducing CSOs at the City’s four <br />remaining uncontrolled CSO discharge points to meet the Washington State Department of Ecology <br />executed Agreed Order number 11638. This facility will also provide stormwater treatment for separated <br />stormwater drainage basins with conveyance to the City’s deepwater outfall and local stormwater <br />conveyance to the Everett Water Pollution Control Facility. This facility is scheduled to be operational by <br />December 31, 2027. The Designer of Record on this Project is Brown and Caldwell (Designer). <br /> <br /> <br />I. CONSTRUCTION MANAGEMENT SERVICES <br /> <br />A. Consultant Contract and Team Management: Provide overall day-to-day management of the <br />Consultant contract and Team, including: <br /> <br />1. Decide on best modes and frequency of communication with Client and Designer. Liaison <br />and coordinate with Client on a regular basis to discuss Project issues and status. <br /> <br />2. Manage Consultant Team, comprised of Consultant’s staff and its subconsultants, if any. <br />Organize and layout work for Consultant Team. <br /> <br />3. Review monthly expenditures and Consultant Team scope activities. Prepare and submit to <br />Client monthly, an invoice and progress report describing services provided that period. <br />Prepare and submit reporting required by funding source(s), if any. <br /> <br /> <br />Deliverables <br />• Monthly invoices and progress reports <br />• Reporting required by funding source(s ), if any <br /> <br />B. Design-Phase Constructability Review <br /> <br />1. Site Visit.
