. 44. <br /> est thereon and the entire cost of said improvement. <br /> 1 <br /> Section 5 : That the cost and expense of such improvement shall <br /> 2 <br /> be defrayed by special assessments payable in five (5) equal , annual <br /> 3 <br /> installments, with interest thereon at a rate not to exceed seven <br /> 4 <br /> (7 ) per cent per annum, under the mode of payment by bonds as defin- <br /> 5 <br /> ed by law and the ordinances of said City.
