BTW—the permit history refers to the adjacent parcel with postal address 5401 Colby—which is
owned by the same person. I skimmed that permit history also—and did not see anything about finishing the basement
nor electrical work done on 5403.
Can you review these materials also and confirm the structure has been altered without required permits, including the
creation of a dwelling unit in the basement, and is unlawful?A PDF of my recent photos with my notes is attached to
Trakit.
Thanks!
Don
Don Cunningham
Code Enforcement Officer I Everett Police
425.257.8564 13002 Wetmore Ave., Everett,WA 98201
EVERETT everettwa.gov/police I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to
disclosure pursuant to the Public Records Act.
From: Donald Cunningham
Sent: Monday,January 13, 2020 8:39 AM
To:Ted de Budden<TBudden@everettwa.gov>;Terri Jorgenson<TJorgenson@everettwa.gov>
Subject: 5403 Colby
Ted—
Our unit received a complaint that work was being done in the basement unit of this property without permits. I
contacted the owner, Burch Cambers, and his building on Friday afternoon.Cambers states he has owned the property
for decades and it has had a basement unit since he bought it. He said he was recently removing wall covering with the
goal of improving insulation and they were replacing the portion of the wall and floor where the main entry door was.
I observed most of the interior was gutted with framing, electrical and plumbing exposed. They had setup a brace
intending to correct a sag in the floor above (the upper unit is occupied). The wall height from the uncovered floor to the
bottom of the floor joist above appeared to be a little less than 7 feet.
I let the owner know I intended to issue a VC and asked him to cease any further work until he has gained permits. I also
told him—I did not currently know if the dwelling unit had ever been created with permits or approved—and that may
\ 202o
