Violations & EMC Sections <br /> Inspection of the property reveals the following conditions and violations: <br /> An inspection of the property on January 10, 2020, revealed the basement of the <br /> structure was currently being altered without required permits. The entry door and <br /> surrounding wall had been removed and most of the interior wall/ceiling finishes and <br /> fixtures had been removed exposing the framing and cinderblock. Electrical wires and <br /> components were also exposed and hanging suspended in places. The ceiling height <br /> from the exposed floor to the bottom of the joist above was less than 7 feet. Burch <br /> Cambers was present with a construction worker and identified himself as the owner. <br /> He said the property was a duplex when he purchased it in decade past and they were <br /> currently seeking to install better insulation and improve the interior before renting the <br /> lower unit again. <br /> A search of Snohomish County and City of Everett records revealed the structure was <br /> built in 1946, annexed into the City in 1961. A 1973 inspection by the Snohomish <br /> County Assessor indicates some finished space in the basement but the structure was <br /> and is still identified as a Dwelling - 1 Story w/Basement, A search of the City Permit <br /> history revealed no permits to finish space in the basement nor to create a second <br /> dwelling unit in the structure. <br /> A. The unpermitted alterations to the structure is a violation of International <br /> Residential Code (IRC) R105.1, which reads: <br /> IRC R105.1 Required. <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish or change the occupancy of a building or structure, or to erect, <br /> install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br /> mechanical or plumbing system, the installation of which is regulated by this code, <br /> or to cause any such work to be done, shall first make application to the building <br /> official and obtain the required permit <br /> B. The unpermitted alterations, both old and recent, render the structure Unlawful as <br /> defined by the International Property Maintenance Code (IPMC) 108,1.4, in <br /> violation of IPMC 106.1, which read: <br /> IPMC 108.1.4 Unlawful structure. <br /> An unlawful structure is one found in whole or in part to be occupied by more <br /> persons than permitted under this code, or was erected, altered or occupied <br /> contrary to law. <br /> IPMC 106.1 Unlawful acts. <br /> It shall be unlawful for a person, firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> Everett Police Department,Code Enforcement Unit•3002 Wetn ore Ave• Everett,WA 98201 425-257-8560 <br /> Page 12/to <br />
