Sheltered Homeless: Residing in a temporary housing program <br />including shelters or exiting a system of care or institution where they <br />resided for 90 days or less AND who resided in an emergency shelter or <br />place not meant for human habitation immediately before entering that <br />system of care or institution; or residing in a trailer or recreational vehicle <br />that is parked illegally or in a location that is not intended for long-term <br />stays. <br /> <br />2. The Agency shall prioritize households who have a prior residence that is a <br />place not meant for human habitation. Further, the Agency shall serve the <br />target subpopulation(s) of individuals and families with children. <br /> <br />B. The Agency shall ensure that all households served by the Project are enrolled <br />in the Snohomish County’s Coordinated Entry (CE) System by referring <br />households to North Sound 2-1-1 to enroll the household into the CE System <br />or through collaboration with a partner organization’s Resource Navigator. <br /> <br />C. The Agency shall follow a low-barrier approach and offer flexible intake <br />schedules. The Agency shall enroll all eligible Participants in the Project without <br />preconditions or barriers to entry. Participants must be enrolled regardless of <br />the following criteria: <br /> <br />1. Having too little or no income; <br /> <br />2. Having poor credit or financial history; <br /> <br />3. Having poor or lack of rental history; <br /> <br />4. Having involvement with the criminal justice system; <br /> <br />5. Having active or a history of alcohol and/or substance abuse; <br /> <br />6. Having been impacted by a crime; <br /> <br />7. Lacking ID or proof of U.S. Residency Status; <br /> <br />8. The type or extent of disability-related services or supports that are needed; <br />or <br /> <br />9. Other behaviors that are perceived as indicating a lack of “housing <br />readiness”, including resistance to receiving services. <br /> <br />The Agency may not establish eligibility requirements beyond those <br />established by the Contract or applicable regulations, without prior written <br />express approval from Snohomish County Human Services. <br />
