SECTION IV: CONSTRUCTION STORMWATER POLLUTION
PREVENTION PLAN
This Stormwater Pollution Prevention Plan(SWPPP) has been prepared as part of
the Construction stormwater permit requirements for the project Seahurst Lane in Everett,
WA. Itis located in Section 1, Township 28 North, and Range 4 East of the Willamette
Meridian in the City of Everett, Washington. The site is currently undeveloped and covered
with native vegetation. There is a wetland located to the east of the site, an associated
buffer has been designated. The site contains one drainage basin that drains to the east to
Pigeon Creek. Per NRCS survey of Snohomish County, the project site contains
Alderwood Urban Land Complex 0 to 8 percent soils that have a hydrologic classification
of Type '`C" and Everett soil that have a hydrologic classification of Type "A". The site
area of the project is approximately 5.00 Acres. The clearing area is 2.61 Acres. The
proposal is to subdivide the property into ten lots and construct ten new single-family
homes, approximately 533-1f of road with associated utilities. The access to the project site
will be from 54th Street.
A 108'x 29.50'x 14' wetvault located underneath the open space near the central
portion of the site is proposed to meet the flow control requirements conforming to the City
of Everett requirements. The wetvault will have a detention depth of 9.50-ft, 3.50-ft of
wetpool depth and 1-ft of sediment storage. The wetvault was sized using Western
Washington Hydrology Model V 4.2.13 (WWHM). The roof and the yard drains will be
connected to the onsite detention system. The outflow from the wetvault will be discharged
to the east via a closed pipe system to a stilling basin for energy dissipation and eventually
drains to its natural drain course to Pigeon Creek. Runoff treatment would be obtained by
wetvault.
The purpose of this SWPPP is to describe the proposed construction
activities and all temporary and permanent erosion and sediment control (TESC) measures,
pollution prevention measures, inspection/monitoring activities, and recordkeeping that
will be implemented during the proposed construction project. The objectives of the
SWPPP are to:
Insight Engineering Co. -Stormwater Site Plan 07/03/2019
- 15-
