The anticipated cost is based on past usage. Actual usage is <br />unknown and based on future needs. The estimated annual cost for all included chemicals is <br />approximately $950,000, but it can vary depending on usage and may exceed $1.5 million. <br />Project summary statement: <br />The Water Pollution Control Facility (WPCF) and Water Filtration Plant (WFP) require water <br />treatment chemicals to support daily operations. The WPCF uses the chemicals to disinfect and <br />de-chlorinate treatment wastewater prior to discharge, and the WFP uses chemicals to create <br />potable drinking water from the Chaplain Reservoir for over 600,000 water retail customers. <br />This contract award included the following chemicals and estimated annual usage. <br />Chemical Estimated Annual Usage <br />Liquid Hydrofluorosilicic Acid 60 tons <br />Soda Ash 800 tons <br />Liquid Sodium Bisulfite 60 tons <br />Sodium Hypochlorite 405,500 gallons <br />Epichlorohydrin Dimethylamine Polyamine 60 tons <br />Liquid Aluminum Sulfate 250 dry tons <br />Non-Ionic Polyacrylamide 1,135 pounds <br />Invitations for Bid were sent to forty-two (42) suppliers, posted on the City website, and <br />advertised in the Everett Herald. Responses were received, as shown on the attached bid <br />tabulation. Staff received a total of twelve (12) responses, of which one (1) submitted a <br />notification of no bid. DuBois Chemicals Inc. was considered non-responsive due to the <br />submission of a conditional bid. <br />Staff is recommending awards to multiple suppliers as follows: Pencco Inc., Univar Solutions USA <br />Inc., Polydyne Inc., Chemtrade Chemicals US LLC, Hexagon Technologies, JCI Jones Chemicals Inc., <br />NorthStar Chemical Inc. and Hasa, Inc. for one (1) year with five (5) additional one-year extension <br />options based on the lowest cost, as shown on the attached bid tabulations. <br />Recommendation (exact action requested of Council): <br />Authorize the award for Bid #2024-124 Water Treatment Chemicals to Pencco Inc., Univar <br />Solutions USA Inc., Polydyne Inc., Chemtrade Chemicals US LLC, Hexagon Technologies, JCI Jones <br />Chemicals Inc., NorthStar Chemical Inc., and Hasa, Inc. for one (1) year with five (5) additional <br />one-year extension options. <br />
